SWEARING IN CEREMONY

On October 27, during the Town of Fox Creek’s Organizational Meeting, the newly elected Town Council was officially sworn in to begin their four-year term of service.

We are proud to introduce your 2025–2029 Council members (listed alphabetically):

Returning to lead the new Council is Mayor Sheila Gilmour, continuing her dedicated service to the Fox Creek community.

Please note: Councillors Eric Doran and Kimberly Norman were unable to attend the ceremony and will complete their oaths at a later date.

Council looks forward to a productive term ahead and thanks all residents for their continued support and engagement.

APPOINTMENTS

Signing Authorities

As one of their first official duties, the newly sworn-in Town Council confirmed several important annual appointments during the Organizational Meeting held on October 27.

Appointments confirmed include:

  • Assessor: Troy Birtles, Accurate Assessment Group
  • Financial Institutions: CIBC and ATB Financial (renewed for another term)
  • Auditor: Ascend LLP

These appointments reflect Council’s commitment to accountability, transparency, and sound financial stewardship.

Boards and Committees

Council also confirmed the 2025–2029 schedule of board and committee appointments. These roles ensure continued representation in both local and regional organizations, enabling Council to collaborate closely with neighbouring municipalities, support regional service delivery, and strengthen Fox Creek’s voice on shared initiatives.

STAFF REPORTS

Community Services

The Community Resource Centre (CRC) continues to provide vital supports and programming across all age groups. In October, CRC staff coordinated several community-driven activities including seniors’ programs, family events, and youth engagement initiatives focused on connection and wellness.

The CRC is currently planning a variety of fall and winter programs, encouraging residents to stay active and connected through the colder months. Staff also continue to work closely with local organizations to provide employment supports, transportation coordination, and family outreach services.

Taste of the World – November 5: A celebration of Fox Creek’s cultural diversity, bringing together residents from various backgrounds to share traditional dishes, stories, and experiences that highlight the many cultures that make up our community.

Residents are encouraged to follow the Fox Creek CRC’s social media channels for upcoming announcements about holiday events and winter programming.

Recreation

The Recreation Department reported that Iosegun Bridge repairs have now been completed, and the bridge has officially reopened to traffic. The Iosegun Lake Campground has closed for the season, though a small number of campers continue to utilize the public-use area until November 1, when all gates will close for winter.

The Multiplex continues to see steady community use, with fall recreation programs and facility rentals keeping attendance strong. Work is ongoing to prepare the Pembina Arena for the hockey season, with local and regional teams returning to the ice.

Christmas Parade & Light-Up – November 28: Planning continues for the annual Christmas Parade and Light-Up, a beloved Fox Creek tradition that officially kicks off the holiday season. Residents can expect festive activities, local participation, and a night filled with community spirit.

Chief Administrative Officer

CAO Kristen Milne provided a detailed update on several ongoing administrative initiatives:

  • Pembina Arena Sponsorship: The Town renewed its partnership with Pembina Pipeline at $50,000 per year, continuing a valued relationship that supports community recreation and local programming.
  • Website Overhaul: The Town’s new website design is now complete, with staff training and content migration scheduled in the coming weeks. The updated platform will improve navigation, transparency, and community engagement.
  • FRIAA Grant Project: The Town successfully secured funding through the Forest Resource Improvement Association of Alberta (FRIAA) to begin work on a video project that will highlight Fox Creek’s growth, innovation, and commitment to sustainability.
  • Staff Recruitment: The Town filled three open positions — two lifeguards and one home support worker, strengthening both recreation and community service capacity.
  • Council Training Extension: Council approved a 90-day extension for the required Council training period to accommodate scheduling and ensure full compliance with provincial requirements.

REQUESTS FOR DECISION (RFDs)

Residential Waste Collection Modernization Proposal

Council reviewed a proposal from the Operations Department to modernize Fox Creek’s residential waste collection system. The proposed transition would move away from manual pickup — which increases the risk of strain and injury — toward an automated arm system utilizing standardized bins for all households.

No decision has been made at this time. Council has directed administration to send off for tender – Council will further review the proposal once tender agreements and service specifications are finalized.

The next Regular Meeting of Council will be held on November 24, 2025.
