Council Meeting Schedule Approved
Council approved the Regular Council Meeting Schedule for the remainder of 2024 and all of 2025. The calendar is available for reference in the attachment below (Figure 1). Additionally, the Council Meeting schedule received conditional approval and will be revisited at the next Committee of the Whole Meeting for finalization.

Staff Reports
- Community Services: Updates were provided on various community programs, including Family and Community Support Services, Heart River Housing, Community Adult Learning Program, Career & Employment Information Services (CEIS) Storefront, and the Newcomer Navigation Supports Program. Council showed strong interest in the Transportation Program, especially the potential collaboration between the Community Resource Centre and Recreational Youth Programming. This partnership aims to facilitate after-school transportation for youth to participate in activities at the multiplex, fostering increased engagement in local recreational programs.
- Recreation: The multiplex saw a notable increase in attendance, up 21% compared to last year. The team is actively preparing for the upcoming Christmas Parade, scheduled for November 29 at 6:00 PM, with float line-up beginning at 5:30 PM at the Silver Birch Golf Course. Council and administration also discussed recent vandalism at the multiplex, exploring strategies to prevent future incidents and ensure a safe, welcoming space for all.
- Operations: An initial assessment for repairs to water lift 3 estimates costs at approximately $170,000. Additional repairs and improvements are anticipated, and the Town is currently conducting further assessments to finalize the project scope and ensure reliable infrastructure for the community.
- Chief Administrative Officer (CAO): The Rural Renewal Stream has been suspended, with no new applications accepted after October 1. In response to recent federal government changes to immigration policy, the Town has decided to pause this stream as it aligns its approach to future policies.
Business
- Whitecourt Bottle Depot Trailer Pilot: Council approved a six-month pilot project for a Whitecourt Bottle Depot Trailer. The administration will initiate negotiations with the business to finalize the terms of the agreement. If an agreement is reached, the Bottle Depot Trailer is expected to be stationed at the Transfer Station area, providing an accessible recycling option for residents.

- EDA Ministry Dinner Attendance:
Mayor Gilmour and Councillor Burridge attended the EDA Ministry Dinner in Edmonton, where they established valuable connections. Council aims to leverage these contacts to address pressing issues at the Fox Creek Healthcare Centre, particularly regarding the facility’s heating and cooling systems. Improving this infrastructure is essential to ensure a comfortable and reliable environment for the community’s healthcare needs.
Closed Session
- IGNITE Project Partnership Approved:
In a closed session, Council approved a partnership with a private company to advance the IGNITE (Innovative Geothermal Network for Integrated Energy) Project. This collaboration represents an exciting opportunity to explore geothermal energy solutions, aligning with Fox Creek’s commitment to innovative and sustainable energy initiatives.
