Delegations

Liquid Force Enterprises: A delegation presented to Council regarding their property on the North Lands. Council discussed the concerns raised and committed to conducting a second review of the landowner’s specific case before proceeding with any decisions.

Staff Reports

  • Community Services: The department highlighted preparations for Community Night, set for September 12, and ongoing planning for Welcoming Week. Initiatives such as the Tools for Schools program successfully provided school supplies to 30 individuals. The Home Support Program is currently at full capacity, assisting 7 clients with light housekeeping and social connections.
  • Recreation: Attendance at the Fox Creek Multiplex in August showed a slight decline compared to the previous year, with 329 fewer visitors. Preparations for the Fox Creek Knights senior men’s hockey team practices are underway, with games starting in October. The Splash Park is scheduled to close for the season between September 16 and 20.
  • Operations: The department provided updates on ongoing roadwork throughout Fox Creek, with E-Construction progressing on Main Street and the residential areas. Fibre optic installation continues, with minor disruptions being addressed. Regular maintenance at the transfer site and landfill is progressing well, with plans for metal recycling at the end of the month.
  • Chief Administrative Officer (CAO): The CAO noted ongoing work to finalize projects and prepare for fall. Updates were provided on the Water Treatment Plant upgrade, Main Street paving, and the RV Campground Expansion. The CAO also reported on efforts to improve economic development opportunities and support local businesses.
  • Financial Reports: Council reviewed the payables ending August 30, 2024, including Cheque Register numbers 053506 to 053552, totaling $161,081.59.

Business

  • Rescheduling of October Council Meeting: Council approved the rescheduling of the Regular Meeting from October 1, 2024, to October 7, 2024, to accommodate the availability of key staff members.
  • Travel Alberta Invitation: Council discussed attendance at the Travel Alberta Grande Prairie Dinner on September 18, 2024. This event will provide an opportunity to celebrate tourism contributions and foster partnerships in the region.
  • ATCO Gas & Electric Franchise Agreements: The Council directed administration to maintain the franchise fee for ATCO Gas at 15 % and ATCO Electric at 6.5% for 2025. The fees generate approximately $122,224 annually, contributing to the Town’s budget.
  • FireSmart Vegetation Management Project: Council discussed and approved a motion to proceed with funding applications for FireSmart initiatives, ensuring the ongoing protection of Fox Creek from wildfire risks.
  • Fox Creek Hospital Condition Concerns: Councillor Burridge raised concerns about the current condition of the Fox Creek Hospital. The Council directed administration to draft a letter to the Minister of Health and AHS, outlining specific concerns and requesting a detailed response.

Bylaws and Policies

  • Council gave third and final readings to two bylaws related to fees and rates:
    • Bylaw 880-2024: This bylaw updates the fee structure for various Town facilities.
    • Bylaw 881-2024: The Multiplex fee structure was also updated as part of this bylaw.
  • Council Committees Policy (PO79-2020-A04): Updates to the Council Committees Policy were reviewed, focusing on improving the structure and efficiency of committees within Fox Creek’s governance framework.

Correspondence

  • Council received and accepted various correspondence, including updates on the Fox Creek Fibre Optic Project, polling results on policing in Alberta, and a response from Municipal Affairs regarding Fox Creek’s financial update.
